What is STAR Transportation?

STAR is public transportation for people who, because of a disability or impairment, are unable to use the regular fixed-route (city) buses for some or all of their transportation needs.

Eligibility is not based on income or age. Decisions are based on the Americans with Disabilities Act (ADA) and a person’s ability to use public transportation. Disability alone does not determine paratransit eligibility. The decision is based on your functional ability to use the fixed-route system and is not a medical decision. Eligibility is determined by whether, as a practical matter, you are prevented from using the fixed-route bus system.

If you are recertifying, you must complete the entire application. Incomplete applications may be denied due to lack of information.

  1. The individual is unable, because of a physical, mental, visual, or cognitive disability, to board, ride, or disembark from buses in the fixed-route system.
  2. The individual can use an accessible vehicle, but such a vehicle does not operate on the route they wish to travel. (CDTA’s fixed-route buses are 100% accessible to people with disabilities.)
  3. The individual has a specific impairment-related condition that prevents travel to a boarding location or from a disembarking location on the fixed-route system.

Complete Part A in its entirety and bring Part B to your medical provider for completion. Parts A and B must be submitted together for the application to be accepted for review.

Once both parts of the application are received, CDTA will review the application and make a decision within 21 calendar days. A letter explaining the decision, along with a guide on how to use the service, will be mailed to the applicant.

If you have questions about the process, contact CDTA’s STAR Intake Unit at 518-482-2022, option 4.

Return the completed application by fax to 518-437-8391, attention Intake Office, or by email to ApplyForStar@cdta.org.
