(Albany, NY) - The Capital District Transportation Authority (CDTA) announced yesterday that David M. Stackrow has been elected to serve a third term as Chairman of the Board. Stackrow has led the Authority during tremendous periods of change and today he pledged to expand the company’s profile as a regional economic development engine. Stackrow’s term of office begins immediately.
The full slate of officers for Fiscal Year 2014, who were elected at the Authority’s Board meeting this afternoon, includes:

David M. Stackrow succeeds Denise Figueroa as Board Chair for FY2014. This will be the third time Mr. Stackrow will serve as Chairman since he was appointed to the board in 1995. He most recently served on the Performance Oversight Committee; he was a former member of the CDTA Governance Committee and is a Trustee of the CDTA/ATU 1321 Pension Plan. Mr. Stackrow was honored with the American Public Transportation Association Outstanding Board member of the year award in 2009. He lives in Poestenkill and represents Rensselaer County.
Mr. Stackrow outlined his vision for the Authority, most important of which is to expand its profile as a regional driver of economic development, grow its impact as the regional mobility leader through development of new partnerships and programs, while working to increase Authority relevance throughout the Capital Region through innovative platforms. He discussed new ways to grow ridership and revenue and to build on CDTA’s solid foundation, which has transformed the Authority into the recognized leader in developing mobility options for the people of the Capital Region.
Denise Figueroa held the leadership position for the last three years. During Ms. Figueroa’s term, the organization has been aligned to expected funding revenue levels, it introduced upstate New York’s first Bus Rapid Transit service along route 5, and it restructured the Authority’s largest service area, Albany County, with improved connections to employment, shopping and medical destinations, it also introduced new technologies that makes riding easier, oversaw enhancements to the technical capacity of the maintenance workforce and grew the Universal Access program to more than 25% of CDTA’s ridership. Ms. Figueroa lives in Cohoes and represents Albany County. She was appointed to the board in 2003.
Georgeanna Nugent-Lussier was elected Vice-Chairperson. She was appointed to the CDTA Board of Directors in 2009 and represents Saratoga County. Ms. Lussier, who lives in Saratoga Springs, is the Chairperson of the CDTA Planning and Stakeholder Relations Committee and is a member of the Governance Committee.
Arthur F. Young. Jr. was reelected Treasurer, holding this leadership position since 1998. Mr. Young has been a CDTA Board member since 1995. He is a retired officer of Key Bank of New York. Mr. Young lives in Delmar and represents Albany County.
Joseph Spairana was elected Secretary. Mr. Spairana, a member of the CDTA Board since December 2008, and served as Vice Chairman from 2010 until April 2013. He is a retired Engineer in Charge from the New York State Department of Transportation with 35 years of service. He resides in Wynantskill and represents Rensselaer County.
The other members of the CDTA Board include; Norman Miller who represents Schenectady County, Thomas Owens who represents Albany County; Lisa Ballout who represents Saratoga County and Mark Gerling who represents Labor.
